Scroll lock doesn't work

Scroll lock doesn't work in my laptop and my desktop computer.

I have lock-keys-applet installed and the scroll-lock is not never
activated in any of the two computers. I have not scroll-led in my
laptop and I have a wireless keyboard in my desktop computer.

I have been "playing" with Xlib and the XTest extension. It allows to
send fake key events in a program.
It works well for caps-lock and num-lock, but scroll-lock does not work,
so I am sure it is not a keyboard problem.

Should it work, or it is disabled by any reason? Can I activate it?
