I think we have to agree to disagree.  My expectation is that cron should run
something at a specific time if possible, not just at approximate intervals of
a day/week/month, so anacron should be distinct.  You could run your anacron
jobs from /etc/periodic.daily and leave cron data files alone.

Another solution would be to improve cron to handle downtime and DST sensibly.
