Is it wise to upgrade to Dapper (Kubuntu) now?

For a server I wouldn't.  For a personal use desktop system, heck yeah I
would. :)  It's been way better than Breezy for a long time now.

No crying when something breaks, of course, but honestly I haven't seen
anything break yet, nor have I seen more glitches than with Breezy. And
if there was a glitch then it was something minor in a new feature.
