Is it wise to upgrade to Dapper (Kubuntu) now?

That depends.  Are you willing to risk things occasionally being broken
for the next month or so?  If not, it might be better to go with the
stable release.  Me, I just installed Breezy onto the new hard drive of
my primary laptop.  Reason:  I need stability more than anything else,
and there's not really anything on my Thinkpad X31 that I use that
*doesn't* work right.
