/etc/cron.monthly is read by (vixie) cron _not_ anacron and the files in
there will be run at the times determined by /etc/crontab _if_ your box is
up.
Anacron is called _by_ cron at the time set in /etc/cron.d/anacron (and
also directly in the boot scripts).
