Here in Germany it shouldn't be that hard to get a used external modem
for < 10 EUR (I don't know if you can get new ones).

According to some statistics provided by the government in 2004 only
about 30% of the German internet users were using a broadband connection.
Now it may be around 50% I guess. Still if you do only email and some
WWW using a modem is much cheaper.
