Two issues: Scroll wheel, Firefox

This actually doesn't have anything to do with firefox. The problem is
with the input driver for xorg. If you test the scroll wheel with xev,
you can see that scrolling quickly actually generates a different event.
I have no idea why this happens.

The dragging shouldn't be 3 pixels it should be more like 10. If you
drop it on the tab itself, instead of on the page, I don't believe it
will load again.
