Have you tried a mirror site?  You're using the main one which is
discouraged and often quite busy.

The only time I have a regular archive site ending in ubuntu.com in my
sources.list is after a fresh install.  i then copy my customized one
over it.

Sometimes I'll get errors of various kinds. I just switch to another
mirror and the problem is gone.
