How to edit PDF?

I realize this has been discussed to no end, but perhaps something new
can come up.

I need to translate a software manual, which is a .pdf file, utilizing
images as well as text. I realize there's a long way to do this, but
I'd really rather not spend the time to recreate the document from
scratch.

I suppose my post doesn't help much, but perhaps someone out there will
recognize the need and come up with a functioning program in 12 hours.
And make it free. While they're at it, they can get me a new laptop
battery as well.
