It relies on udev, CONFIG_HOTPLUG, and CONFIG_USB_STORAGE. Make sure you
have at least these options enabled in your hand-compiled kernel.
Note that the kernel/userspace software for this is moving in lock-step,
so a new kernel might not work with an older udev userspace and vice
versa.
