out of curiosity i've just installed pure-ftpd on ubuntu breezy,
the problem lies here : /etc/default/pure-ftpd-common

by default it is configured to run via inetd, and that is not installed
on my system (is that default in breezy ?)

changing the line
STANDALONE_OR_INETD=inetd

in :
STANDALONE_OR_INETD=standalone

does make the /etc/init.d/pure-ftpd script fully usable

(so, this looks like a bug to me)
