Installing base system using debootstrap

"base-config new" is for installing the ubuntu-desktop.
"dpkg-reconfigure locales console-data" might be what you are after
(setting up the localizations). 

I am not really sure what you are doing, and what you are after here...
Is it a diskless system? The wiki guide for installing on a nfs drive
stops before you got a "real ubuntu" system... but it does have both
the ubuntu-base and the ubuntu-minimal, packages, which is what you get
with the so called server install from cd.
