How to mirror the ubuntu repositories?

Hi Everybody,

Is there any special command or script available that will
help me mirror an ubuntu or debian repository (for say, the
i386 architecture).

I have tried using the debmirror command as mentioned in
http://cargol.net/~ramon/ubuntu-dvd-en,
but it always fails on my system.
I get the feeling that it uses ftp to do the mirrorring, but ftp has been
turned off by our admin and turning it on is not an option. The
only protocol we can use is http.

I intend to mirror the universe repository on a local hard disk, and
use it to provide an universe apt repo to our other local machines.
