It's possible this is a bug on udev. udev creates devices files for 
detected devices and sets permissions on them according to rules in 
/etc/udev/rules.d/

Not sure whether the ubuntu version you're using has udev, or what 
version of udev, though. The file formats and locations have changed a 
couple of times in the past.

The permissions are configurable by the system administrator, but it 
should have sensible defaults.
