Some questions about packages in Ubuntu.

Hi, I want to know:

1) How packages are compiled in Ubuntu in the x86 version (32 bit
versions), which processors are supported and applied optimization
flags?

2) I saw that there are sources repositories. If I want to compile,
i.e., the wget package, how can I do that?
