It might be slightly illogical, but IMO so is locating it in the mouse
settings. I never would have searched there. If it bothers you much,
file a bug, but please leave out the "it's bad because it is not like in
KDE" thing. The moment Gnome becomes like KDE, I leave :)

I don't actually think "it affects the whole desktop". E.g., all
interaction with panels and menus stays the same, regardless of the
setting. It really only affects files and desktop launchers, and they
are all a behavior of the file manager.
