x-window-system-dev is a package, not a program.  You should be able to 
find it in Synaptic.

Also, it is more helpful when people exactly quote the errors they are 
receiving.  Telling us simply that it says ``include X path'' is very 
insufficient (e.g. what's telling you that?  what did you type that 
caused that error?)
