GPL compliance

So where would someone discuss this issue on the ubuntu forums and/or
mailing lists? To be honest I was just forum surfing and seen it, I had
no idea it was a mailing list thread. I am not sure how discussion about
the GPL is considered off topic on a thread that the OP asks about
section 3 of the GPL and how it is satisfies and the title of the
thread is GPL compliance.
