networking feature/bug

I get onto the internet by cable using eth0 generally without trouble.
But here's where the trouble starts:
* if i start the computer without the cable/modem connected and powered
up
* if my provider signs me out after their idle time
In both these cases I have to go into System | Administration |
Networking then disable and re-enable the eth0 connection. This is fine
because I've also got the admin password - but I don't think I should
need it to reestablish the cable connection once it's been configured
for the system.
Does anyone else see similar behaviour?
Anyone know what's going on?
