ISO 8859-1 on Ubuntu 6.0.6

Baah, this freaks me out, nothing is working of the things written
above. I need no_NO/nb_NO.ISO-8859-1 to be able to write "æøåÆØÅ" in
console-application as irssi. It works in the desktop environment (I'm
running Kubuntu, but that doesn't mather anyway), and I think it's
running ISO-8859-1 there, but I'm not sure, but no-latin chars is
supported. It must be something todo to make this work again. It's
really confusing. I also tried "dpkg-reconfigure localeconf",
"localepurge" set it manually by export, but it's only UTF-8 locales
and en_US that works and dpkg-reconfigure locales.... but nothing
works. Also tried locale-gen, editing locale.gen-file, the files in
/var/lib/locales/supported.d/ ...
