Synaptec connection problem

I have the same problem of getting the 'Could not connect to
localhost:80 (127.0.0.1). - connect (111 Connection refused)' error
messages.
Synaptec worked before updating the Ubuntu to Dapper release.
I have checked from the Settings -> Preferences, Network Tab that
Direct connection to Internet is selected instead of using a Proxy.
I have not found suspicous proxy references in any configuration files.
I don't even have the configuration file, /etc/apt/apt.conf, that has
been mentioned in thread.

I have updated the /etc/apt/sources.list and it is now
