failed to initialize HAL

hey guys, ive just ran into this one too (after trying to upgrade to
dapper from breezy -which wrecked my system btw), but when i try and
reinstall HAL, i get a 'fail to restart' error.
One thing i've notcied though is that my /etc/default/hal file has the
*DAEMON_OPTS=--retain-privileges* line hashed out, i'm guessing that
this is what my problem is. is it safe for me to just un-hash it and
restart the process/reboot?

oh, and heres my whole /etc/default/hal file contents:
