There's more to it: e.g, DVD licensing might make the distro
non-redistributable, or do other undesired things. Dunno how it is
today, but Suse 9.2 had this language in the license:

"You may make and distribute unlimited copies of
the Software outside Your organization provided that: 1) You receive
no consideration; and, 2) you do not bundle or combine the Software
with another offering (e.g., software, hardware, or service).........""

This would probably not be possible if a DVD license was included. Also,
how do you agree with the DVD license people on a per-user license fee,
if you don't know the number of your users?
