root has less menus

Hi,

I've enabled root user for login to Gnome but why root has less menus than
the admin user ?
ex.
root can not see "System --> Administration --> Networking"

To solve this problem I membered root in admin group... Is this the right
solution ? (please don't say, don't use root user)
And how can I do this through command line ?
