pdf isn't in the same category as flash. The format is well documented 
and anyone (except a certain business company :) ) can implement it. So 
it' accessible on any architecture, any OS, with good GPL software we 
all use to enjoy. Not only is it accessible, but it's also a format one 
can easily create, not only with text editors and word processors, but 
also with graphics applications like Inkscape, and very handy when you 
want to share some work (just export it) with any kind of person. 
Without having them waste any paper printing it.

The problems with pdf date from a time where it was a format only Adobe 
could implement. Thanks to their new licensing, hateful stances à la 
http://www.useit.com/alertbox/20030714.html are quite dated too.

I really don't see how they could fall in

Even though Evince is a poor representative for GPL pdf readers atm, 
it's a situation that is improving as the program matures a bit. And 
it's easy to make pdf perfectly readable by GPL software - as far as 
HTML is concerned, Internet Explorer messed up the experience enough so 
we won't be able to enjoy that sort of compatibility with the html 
format before long.
