USR 9107 ADSL Modem Cut off

I have a USR 9107 ADSL modem. it cuts off all the time. The ISP says
it is from the phone company. The phone company says it is from
internal connection. So, I bypassed the internal connection with a
wire direct from outside the house direct to the modem and still cuts
off.

The ADSL connection light stays on; only the Internet connection light goes off.

I am really stuck.

Is it the ISP?
The modem?
the phone company?
or may be Kubuntu?

Any ideas?
