i've had the same problem and it has only been present since dapper RC-1, and
doesnt occur when dist-upgrading, the line was changed from
Acquire::::Proxy "false";
to
Acquire::http::Proxy "false";
which worked fine for me connecting to the normal repo's but only gave issues
when connecting to my apt-proxy server, changing it back works fine just
disappointing it was changed so late and then wasn't able to be fixed in time
for the release.
