In Nautilus, go to Edit->Preferences, then select the Behaviour tab
and check 'Include a Delete command that bypasses the Wastebasket'.

Maybe you're viewing American documentation? In American English it's
the Trash, in British English its the Wastebasket. There is a bug
filled regarding inconsistence of using both terms in GNOME, you can
have a look at it here:
