You only removed it and reinstalled it. Because all the stuff under
/etc/exim4 is a conffile, and "I deleted it" is a valid state for a
conffile which dpkg won't touch, you need to PURGE it (so dpkg will
remove and disown the conffiles) before you reinstall it.
