You missed the part about the deb file.  As to the w32codecs debian package:

john at minerva:~$ apt-cache policy w32codecs
w32codecs:
  Installed: 20050412-0unofficialubuntu3

 *** 20050412-0unofficialubuntu3 0

9.1.2 Site-specific programs

As mandated by the FHS, packages must not place any files in /usr/local,
either by putting them in the file system archive to be unpacked by dpkg
or by manipulating them in their maintainer scripts.

If you are installing a deb package, it should never install anything
into /usr/local
