Does ubuntu plan to release an install DVD ?

I don't understand your question. You ask if there is an install DVD, and at the same time you reply to your own question, by stating (rightfully so ! :-), there there is already one available.

So it's confusing ! ;-)

At any rate, the install DVD for the latest version of Ubuntu (Dapper 6.06) is available from the main download page:

http://www.ubuntu.com/download

just scroll down to the bottom of the page and choose a mirror, it's there ;-)
