Setting locale for individual programs

For icons in Kde you can right click menu on icon and choose properties.
In the Application Deck, modify command such as :
LANG=whatever ; command

For menus in kde put mouse over the item and right click select modify item.
Edit command such as
LANG=whatever ; command
