Setting locale for individual programs

You can name it something else, and make an application launcher for
that program and put it in the gnome panel, desktop, etc. You can name
the launcher whatever you want (like "Enligh Kate") and even pick an
icon that agrees with you.

To do that, right click on the panel and click "Add to panel". You can
probably figure out from there (I can't give you more precise
instructions as I am not on my Ubuntu box right now).
