ia32-libs: dpkg-divert fails during upgrade from 1.4ubuntu4 to 1.4ubuntu19

I am upgrading from hoary to dapper.  I used "aptitude dist-upgrade"
from the command line, and I didn't notice the error summary at the end
(though it is now apparent that there were errors).  I knew that both
the kernel and libc6 had been upgraded, so I rebooted.  I subsequently
ran aptitude using the curses ui and noticed that the upgrade did not
complete (many still-to-be-upgraded packages).  I then used the resolver
to fix broken dependencies and attempted to complete the upgrade.  The
following is the first part of the output from aptitude:
