USB mouse not working upon bootup

It seems to be something to do with the module hci_usb. When I boot up
without the mouse plugged in then this module has no devices listed as
being used with it. Then I plug the mouse in and it works (even though
this device still has no devices listed as using it).

If I leave the mouse plugged in during bootup the hci_usb has two
listed devices (but the mouse doesn't work) but after unplugging the
mouse and then plugging it back in the hci_usb drops to no listed
devices but I have a mouse.
