Checking internet connection

Thanks, all. I did the tests with mtr. I let it sit for about ten
minutes and those were the results I got. I guess there is a problem
with the router, after all.
I'd like to connect to the 'net without the router, though I don't
know how to do that in linux. I got the router when I was using Fedora
Core 3 and could not connect. This is my connections details (how the
router is set up), so if anyone could tell me what to do in Ubuntu
with this info, I'd appreciate it:
WAN Type: L2TP
IP Mode: Dynamic IP Address
Server IP Address: Lns4.actcom.net.il
L2TP Account: etycot at CActcom
L2TP Password: SecretPassword
Note that I use the KDE desktop (not Kubuntu- I installed seperatly),
so I'd like to know what to set up on the CLI (or with KDE apps) in
lieu of Gnome apps.
