The GPL does cover re-licensing. I admit that the text *could* be
clearer, but section 2(b) allows re-licensing, and section 4 even says
"you can only /sublicense/ under the terms of this license" (so it uses
the word "sublicense" instead of relicense, but this is still the same
thing I'm talking about).
