Oh, and I have to add, not really. Because redistribution under the GPL
not only redistributes the code, but also redistributes the same rights
you had (and you have to tell the person that this is so). In this
light, every redistribution starts again with A, and a notion of
"re-licensing" is not needed (and as I said, the GPL language does not
use this term)
