Can't access 'Users and Groups'

This is a fresh install of ubuntu 5.10 and I can't access 
'System->Administration->Users and Groups'
Presently, I am the only user and I want to add two more.

The only info I can find about 'Users and Groups' is basics about how to 
use it but nothing about making it work.
