To get the config tools to ask you to be sudo.
Right click on the icon on the kde menu and go to the properties.
Check off the box that says something like "run as different user"
next time you launch the control center it should ask you to be sudo

Alternate:
Use a terminal to launch the control tool you want, i think its 
kcontrol(I'm in gnome right now so I don't remember)
$sudo %name of the tool%
