Why is xorg ignoring the frequencies I give it?

Well, in my experience, the autoconfig does not always work.
Sometimes the information available to the autoconfig code
is inadequate or inaccurate, resulting in broken or non-optimal
configurations.

You might try adding yourself to that mailing list
and sending your problem report to them.  Xorg
developers read this list.  I don't know how willing they
are to walk users through config problems.  Still, this could
be a bug in Xorg or an issue in the Ubuntu kernel or Xorg
package.  The Xorg folks can help you troubleshoot
and fix the problem.
