I do, indeed, have an nVidia card. However, I can't see how that could
affect the virtual consoles. If I couldn't switch out of X and back in,
I would suspect the video driver.

I took a second look, first at /etc/inittab, then at the VC1 console,
which appears to show boot output.
It appeared that the "rcS" step:

# This is run first except when booting in emergency (-b) mode.
si::sysinit:/etc/init.d/rcS
#
was, perhaps, still running. Possibly some startup script was not
completing.
I also find (from HTOP) that S20P3SCAN was still running -- which seems
a mite strange.

To make a long story short, I moved the steps that spawn /sbin/getty so
they /precede /running the /etc/init.d  scripts.

And that did it. There should probably be some way to ensure that the
rc scripts complete normally even if some component cannot complete
without error. Also, I obviously need to look at the P3SCAN init script
to see why it doesn't just start a daemon and exit.
