How to allow normal users to adjust date and time?

I have loads of clock issues as well.. Surely it should be possible to
set the time (or time-zone rather) on a user level?  (As users might be
in different time zones, or traveling to a different time zone). 

The 'Time and Date' control panel however is in 'Administration' which I
believe refers to system-wide settings. (So not in Preferences, which I
think are user-level).   SURELY the time zone at least should be in
Preferences for the user to set as she sees fit??
