Kubuntu, fetting windows to raise on click within window.

I'm trying to get the following scenario in in Kubuntu

1. Focus follows mouse (working)
2. click to raise window (anywhere in the window, not just
   on the borders.

I have this working on a KDE based FreeBSD machine at work,
but i can't seem to get it to work unde Kubuntu. Can anyone
provide some guidance, as to how to achieve this behavior?
