If SWAP is used, then there isn't enough RAM. It IS that simple.
You could probably pick at services and shut things down to help the
problem but the main cause of laptop slowness is RAM and HDD speed.
Find yourself a 7200RPM replacement HDD and Install at least 512MB of
RAM. You will find the performance will increase incredibly. If you
can't afford the new HDD then at least upgrade the RAM. 256K is not
enough.
Personally, I don't know why anyone would buy a laptop WITHOUT a 7200RPM
HDD.
