There's a small partition - about 1.46 GB - that Live CD did not allow me to include in the resize of my partition. It is designated unallocated space. Is this something created by Ubuntu or something else and, if the latter, what is it?

Difficult to say. If it is really unallocated space, then you should be
able to extend a partition into it. Although the tools on the lice CD
tend not to like extending a partition from it's starting end downwards,
so that may be the issue.
