SoundConverter, it's in universe. Or nautilus-script-audio-convert, it
gives you an entry in the rightclick menu.

To do automatic conversion, I don't know a finished solution, but can
think of 2 options:
      * Write a bash script and start it from menu
        System/Preferences/Removable Drives and Media/Tab
        Multimedia/Portable Music Players
      * Or run soundconverter instead of the script and configure it to
        output to the mounted player's directory in /media
