This is strictly not an Ubuntu problem, and really belongs on the Kubuntu
list.
This came up on the KDE-pim list recently, for users of a couple of distros,
so I'm fairly sure I have the fix to enable it.
When Composing a new message, go to the "Settings" / "Spellchecker" menu. I
don't know whether the language is tied to the KDE language (since I can
only use one language...), but the dictionary to use can be specified
there.
Then go to the "Options" menu, and enable "Automatic Spellchecking". This
appears not to be the default setting. Once you've done that, it should be
on for all messages.
I don't think it's possible to use more than one language at a time.
