Not really true. While wine doesn't require a windows licence to run,
most software you might run under wine could require something like IE
installed, DCOM, .net, and so on. But when you install such components
that are provided as windows upgrades (downloaded from Microsoft web
site) those components tells you in their EULA (at least some of them)
that you need to own a valid windows licence to install them.

I checked, IE and DCOM require a valid windows licence, .NET framework,
which more and more application requires, need IE to run

example extract from ie6 installer:

including any "online" or electronic documentation ("OS Components") are
subject
to the terms and conditions of the agreement under which you have
licensed the
