Hi Mike,

I believe that this is standard behaviour on almost all unix/linux
machines. The default behaviour of shutdown is to take the machine
into runlevel 1, single user "System Maintainance" mode.

If you want the box to power down, you need to add the -h flag to
shutdown. To reboot, add -r.
